The adoption of non-penal mechanisms for asset seizure and confiscation emerges as a critical approach. Civil confiscation procedures, for instance, significantly accelerate asset recovery timelines from years to mere months. A robust and diverse legal framework is fundamental in combating the pervasive threats of corruption and organized crime, directly targeting the financial incentives that drive criminal activities. By depriving criminals of their unlawfully acquired profits, these measures strike at the core of illicit operations.
Key strategies in this endeavor include administrative confiscation through strengthened customs enforcement, empowerment of tax authorities with enhanced investigative powers, and the role of social welfare authorities in addressing fraudulent low-income claims.
